Is it okay, to reject Zoom calls with new clients and ask to discuss all in chat?

I ran into a problem that some clients want to have a call just before they know the price. We are a small agency and if we have a call for each request, we would probably have no time for design. Is it okay to reject clients and ask them to solve all the issues in chat?
